PRESS RELEASE: APPO Secretary General had an audience with the Minister of Hydrocarbons of the Republic of Congo, host country of the Organization

The 1st Summit of Heads of State of APPO Member Countries scheduled for this year 2021.

The reaffirmation of this first Summit was made on Thursday 1 July 2021 during a bilateral meeting between His Excellency Bruno Jean Richard Itoua, Minister of Hydrocarbons of the Republic of Congo and His Excellency Dr. Omar Farouk Ibrahim, Secretary General of the African Petroleum Producers’ Organization, APPO.

Within the framework of the effective launch of the new post-reform APPO and the new African Energy Investment Corporation (AEICORP) and in view of strategic and financial issues, the 36th Session of the Council of Ministers, held on 2 April 2019 in Malabo, Equatorial Guinea, decided to organise the 1st Summit of the Heads of State of APPO Member Countries in Brazzaville. This decision was taken in application of Article XI, paragraph (2) h of the Organisation’s Statute.

The objective of the institution of the Heads of State Summit is to raise the profile of the Organisation at the international level, to secure the support of Member Countries at the highest level, to provide a forum for Member Countries to deliberate on important issues of common interest, and to provide a regular and genuine forum for face-to-face networking between the leaders of Member Countries.

In accordance with the Ministerial Resolution on the Summit, an Ad Hoc Scientific Committee was created with the mandate to propose the scientific content of the Summit. And this Ad Hoc Scientific Committee had proposed the main theme of the Summit.

However, for the Secretary General, Dr Omar Farouk Ibrahim: “In light of the developments of the last two years, in particular COVID-19 and the increasing pace of COP-21, on which we are about to receive a major review, it is important that the Ad Hoc Scientific Committee of the Summit reconvene as soon as possible to consider the Summit’s working documents.

One of the first projects undertaken by the Secretariat, under the guidance of the Ministerial Council, is a major study on the Future of the Oil and Gas Industry in Africa in the light of COP-21.

Completion of APPO Towers 

Another important subject matter discussed with the Minister during this audience was the completion of the Tower housing the APPO Permanent Headquarters. 

Indeed, since the relocation of the Secretariat to Brazzaville in October 2020, the Republic of Congo has graciously provided a favourable environment for the Secretariat, first in the BSCA Bank Towers, and since May 2021, on the 3rd floor of Tower B of the Twin Towers in downtown Brazzaville, Avenue Amilcar CABRAL, pending the completion in the next 12 months (according to the company in charge of construction) of the rest of the building allocated to the Secretariat.

The reformed APPA, now called APPO, has sought to open a new chapter by breaking with a less than stellar past and to undertake profound reforms at the institutional level in order to equip itself with the necessary means to meet the new challenges facing the industry, particularly on the African continent, in light of the global energy transition and COVID-19.To the Minister of Hydrocarbons of the Congo, His Excellency Bruno Jean Richard Itoua, the Secretary General of the APPO, His Excellency Dr Omar Farouk Ibrahim, said: “Given the rich experience of Your Excellency as the founding President of the Société Nationale des Pétroles du Congo, SNPC  Minister of Scientific Research and Technological Innovation and Minister of Higher Education, I am certain that your contributions to the deliberations of the APPO Council of Ministers, particularly at this critical time when we must lift our people out of energy poverty, will be most enlightening. Le 1er Sommet des Chefs d’État des Pays Membres de l’APPO prévu cette année 2021.

La réaffirmation de la tenue de ce 1er Sommet a été faite ce jeudi 1er juillet 2021 au cours d’une réunion bilatérale entre Son Excellence Bruno Jean Richard Itoua, Ministre des Hydrocarbures de la République du Congo et Son Excellence Dr. Omar Farouk Ibrahim, Secrétaire Général de l’Organisation des Producteurs de Pétrole Africains, APPO.

Dans le cadre du lancement effectif de la nouvelle APPO post-réforme et de la nouvelle Société Africaine d’Investissement dans l’Energie (AEICORP) et au regard des questions stratégiques et financières, la 36ème Session du Conseil des Ministres, tenue le 2 avril 2019 à Malabo, en Guinée Équatoriale, a décidé d’organiser le 1er Sommet des Chefs d’État des Pays Membres de l’APPO à Brazzaville. Cette décision est prise en application de l’article XI, alinéa (2) h du Statut de l’Organisation. 

L’objectif de l’institution du Sommet des chefs d’État est de rehausser le profil de l’Organisation au niveau international, d’obtenir le soutien des Pays Membres au plus haut niveau, de fournir un forum aux Pays Membres pour délibérer sur les questions importantes d’intérêt commun et de fournir un forum régulier et véritable pour le réseautage face à face entre les dirigeants des Pays Membres. 

Conformément à la Résolution Ministérielle sur le Sommet, un Comité Scientifique Ad Hoc, a été créé avec le mandat de proposer le contenu scientifique du Sommet. Et ce Comité Scientifique Ad hoc avait proposé le thème principal du Sommet.

Cependant, pour le Secrétaire Général, Dr Omar Farouk Ibrahim : « À la lumière des développements de ces deux dernières années, en particulier du COVID-19 et du rythme croissant de la COP-21, au sujet de laquelle nous allons bientôt recevoir une étude majeure, il est important que le Comité Scientifique Ad Hoc du Sommet se réunisse à nouveau dès que possible pour examiner les documents de travail du Sommet »

L’un des premiers projets entrepris par le Secrétariat, sous la direction du Conseil Ministériel, est la réalisation d’une étude majeure sur l’Avenir de l’Industrie Pétrolière et Gazière en Afrique à la lumière de la COP-21

Achèvement des Tours de l’APPO 

Autre sujet important abordé avec le Ministre lors de cette audience est l’achèvement de la Tour abritant le Siège Permanent de l’APPO. 

En effet, depuis la relocalisation du Secrétariat à Brazzaville en octobre 2020, la République du Congo, a gracieusement accordé un environnement propice au Secrétariat, d’abord, dans les Tours de la Banque BSCA, et depuis mai 2021, au 3ème étage de la Tour B des Tours Jumelles au centre-ville de Brazzaville, Avenue Amilcar CABRAL, en attendant l’achèvement dans les 12 prochains mois (selon la société en charge de la construction) du reste du bâtiment alloué au Secrétariat.

L’APPA réformée, désormais appelée APPO, a cherché à ouvrir un nouveau chapitre en rompant avec un passé moins brillant et à entreprendre de profondes réformes au niveau institutionnel afin de se doter des moyens nécessaires pour relever les nouveaux défis auxquels l’industrie est confrontée, en particulier sur le continent Africain, à la lumière de la transition énergétique mondiale et du COVID-19. A’ l’endroit du Ministre des Hydrocarbures du Congo, Son Excellence Bruno Jean Richard Itoua, le Secrétaire Général de l’APPO, Son Excellence Dr Omar Farouk Ibrahim lance « Compte tenu de la riche expérience de Votre Excellence en tant que Président fondateur de la Société Nationale des Pétroles du Congo, SNPC, Ministre de la Recherche Scientifique et de l’Innovation Technologique et Ministre de l’Enseignement Supérieur, je suis certain que vos contributions aux délibérations du Conseil des Ministres de l’APPO, en particulier à ce moment critique où nous devons sortir nos populations de la pauvreté énergétique, seront des plus éclairantes.
