The 40th Extraordinary Session of the Council of Ministers of the African Petroleum Producers’ Organization, (APPO), took place via videoconference on Thursday March 11, 2021 and whose presided over by H.E Mohamed Arkab, Minister of Energy and Mines of Algeria, President of APPO.

Remarks by the Secretary General of APPO, Dr. Omar Farouk Ibrahim, at the 40th Session of the Council of Ministers of the African Petroleum Producers’ Organization, APPO, held via video-conference on Thursday 11th March 2021

  1. Your Excellency Mohamed Arkab, Minister of Energy and Mines of the Democratic People’s Republic of Algeria and President of the Ministerial Council of APPO, Your Excellencies Ministers, Heads of Delegation, Chairman of the Executive Board, my colleagues at the Secretariat, ladies and gentlemen.
  • I should like to welcome Your Excellencies to the first Ministerial Meeting of the Council of Ministers of APPO for the year 2021. In line with APPO regulations this meeting is an extraordinary meeting called by the President at the instance of the Secretariat to provide guidance on an important assignment given by the Council of Ministers to a Special Ad Hoc Committee comprising five of our Member Countries.
  • On behalf of the Secretariat I would like to congratulate the President, His Excellency Mohamed Arkab, for his re-appointment into the cabinet of his esteemed country after the recent reshuffle, which saw him getting more responsibilities, an indication of the trust and confidence reposed in him by the Government of Algeria. I recall that HE Mohamed Arkab, as Alternate APPO President presided at the Consultative Meeting of APPO Ministers in Vienna on March 5, 2020, where Ministers agreed in principle to return the Headquarters of the Organization to Brazzaville, pending the formalization of the decision at 38th Session of the Council which took place in June 2020. 
  • Your Excellencies, today’s Session has in attendance Ministers from 07 Member Countries, namely Algeria, Angola, Chad, Gabon, Equatorial Guinea, Libya, Nigeria. Another 05 Member Countries namely Benin, Congo, DR Congo, Egypt and Niger are represented officially, in accordance with Article XI:3 of the APPO Statute requiring a formal letter from the Minister to the President or Secretary General. In line with the Statute, a quorum has been formed and it is my honour to invite the President HE Mohamed Arkab to give his Opening Remarks to the 40th Session of the APPO Ministerial Council.

Allocution du Secrétaire Général de l’APPO, Dr. Omar Farouk Ibrahim, lors de la 40ème session du Conseil des Ministres de l’Organisation des Producteurs de Pétrole Africains, APPO, qui s’est tenue par vidéoconférence le jeudi 11 mars 2021

  1. Son Excellence Mohamed Arkab, Ministre de l’Energie et des Mines de la République Démocratique et Populaire Algérienne et Président du Conseil des Ministres de l’APPO, Vos Excellences les Ministres, Chefs de Délégation, Président du Conseil Exécutif, mes collègues du Secrétariat, Mesdames et Messieurs.

  • Je voudrais souhaiter la bienvenue à vos Excellences à la première réunion ministérielle du Conseil des Ministres de l’APPO pour l’année 2021. Conformément au règlement de l’APPO, cette réunion est une réunion extraordinaire convoquée par le Président à la demande du Secrétariat afin d’avoir des orientations sur une mission importante confiée par le Conseil des Ministres à un Comité Spécial Ad Hoc composé de cinq de nos Pays Membres.

  • Au nom du Secrétariat, je voudrais féliciter le Président, Son Excellence Mohamed Arkab, pour sa reconduction dans le cabinet de son pays après le récent remaniement, qui l’a vu obtenir plus de responsabilités, une indication de la confiance que lui accorde le gouvernement algérien. Je rappelle que S.E. Mohamed Arkab, en tant que Président Suppléant de l’APPO, a présidé la réunion consultative des ministres de l’APPO à Vienne le 5 mars 2020, au cours de laquelle les Ministres ont convenu du principe du retour du siège de l’Organisation à Brazzaville, en attendant la formalisation de la décision lors de la 38ème session du Conseil qui a eu lieu en juin 2020.

  • Vos Excellences, la session d’aujourd’hui réunit les Ministres de 07 Pays Membres, à savoir Algérie, Angola, Gabon, Guinée Équatoriale, Libye, Nigeria et Tchad. 05 autres Pays Membres, à savoir Benin, Congo, RD Congo, Égypte et Niger, sont représentés officiellement, conformément à l’Article XI:3 des Statuts de l’APPO qui exige une lettre officielle du Ministre au Président ou au Secrétaire Général. Conformément aux Statuts, le quorum est atteint et j’ai l’honneur d’inviter le Président, S.E. Mohamed Arkab, à prononcer son discours d’ouverture de la 40ème Session du Conseil des Ministres de l’APPO.
