Remarks by the Secretary General of APPO, Dr. Omar Farouk Ibrahim, at the 40th Session of the Council of Ministers of the African Petroleum Producers’ Organization, APPO, held via video-conference on Thursday 11th March 2021
- Your Excellency Mohamed Arkab, Minister of Energy and Mines of the Democratic People’s Republic of Algeria and President of the Ministerial Council of APPO, Your Excellencies Ministers, Heads of Delegation, Chairman of the Executive Board, my colleagues at the Secretariat, ladies and gentlemen.
- I should like to welcome Your Excellencies to the first Ministerial Meeting of the Council of Ministers of APPO for the year 2021. In line with APPO regulations this meeting is an extraordinary meeting called by the President at the instance of the Secretariat to provide guidance on an important assignment given by the Council of Ministers to a Special Ad Hoc Committee comprising five of our Member Countries.
- On behalf of the Secretariat I would like to congratulate the President, His Excellency Mohamed Arkab, for his re-appointment into the cabinet of his esteemed country after the recent reshuffle, which saw him getting more responsibilities, an indication of the trust and confidence reposed in him by the Government of Algeria. I recall that HE Mohamed Arkab, as Alternate APPO President presided at the Consultative Meeting of APPO Ministers in Vienna on March 5, 2020, where Ministers agreed in principle to return the Headquarters of the Organization to Brazzaville, pending the formalization of the decision at 38th Session of the Council which took place in June 2020.
- Your Excellencies, today’s Session has in attendance Ministers from 07 Member Countries, namely Algeria, Angola, Chad, Gabon, Equatorial Guinea, Libya, Nigeria. Another 05 Member Countries namely Benin, Congo, DR Congo, Egypt and Niger are represented officially, in accordance with Article XI:3 of the APPO Statute requiring a formal letter from the Minister to the President or Secretary General. In line with the Statute, a quorum has been formed and it is my honour to invite the President HE Mohamed Arkab to give his Opening Remarks to the 40th Session of the APPO Ministerial Council.
