46th Ordinary Session of the Ministerial Council of APPO

The Ministerial Council of the African Petroleum Producers’ Organization (APPO) held its 46th Ordinary Session on November 1, 2024 in Yaounde, Republic of Cameroon under the High Patronage of His Excellency Paul Biya, President of the Republic. In his goodwill message delivered by the Prime Minister His Excellency Joseph Dion Ngute, President Biya expressed happiness with the strides that APPO has made since its founding some 37 years ago. He assured that as a founder Member APPO, Cameroun shall continue to support the Organization.
The Council Session which was presided by HE Bruno Jean Richard Itoua, Minister of Hydrocarbons of the Republic of Congo and Alternate President of APPO, had in attendance Ministers and Heads of delegation from 16 Member Countries of the Organization as well as the Secretary General of APPO and Managing Director of the Africa Energy Investment Corporation, AEICorp.
The Council reaffirmed the resolve of its Member Countries to commit to the success of the Africa Energy Bank in its quest for funding for the energy industry and the development of energy infrastructure in the various regions of the continent for energy security and sustainable development of the continent. The Council expressed satisfaction with the pace of work on the establishment of the Africa Energy Bank noting that with the signing and ratification of the Establishment Agreement and Charter of the Africa Energy Bank by two countries, namely Republic Ghana and the Federal Republic of Nigeria, the Treaty establishing the Bank has effectively come into force.
The meeting called on all APPO Member Countries to ensure speedy subscription and payment of their allotted shares of the AEB. It will be recalled that the APPO Ministerial Council had in July given Nigeria the hosting right of the Africa Energy Bank.
The Council approved the reports of the external audit of the Secretariat’s financial statements for the financial year 2023 as well as the 2025 Work Programme of the Secretariat.
The Council elected the Minister of Hydrocarbons of the Republic of Congo, H.E. Bruno Jean Richard ITOUA and the Minister of Mines, Petroleum and Energy, HE Mamadou SANGAFOWA-COULIBALY of the republic of Côte d’Ivoire as President and Vice-President of APPO respectively for the year 2025,
The Council appointed Mr. Essé Kouamé Bienvenu, Member of the Executive Board for the Republic of Côte d’Ivoire and Mr. Moatez Atef, Member of the Executive Board for the Arab Republic of Egypt as President and Vice-President of the Executive Council respectively for 2025.
The Council expressed its appreciation to H.E. Paul Biya, President of the Republic of Cameroon and the good people of Cameroon for the hospitality accorded to the delegations to the Conference.
The next Ordinary Session of the Ministerial Council will be held in Congo during the last quarter of 2025.
