The Secretary General of APPO H.E. Farid Ghezali was received on Friday, February 13, 2026 by H.E. Vicente Muanda, Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to the Republic of Congo and Dean of the Diplomatic Corps. The discussions revolved around energy issues in Africa in a globalized world that is increasingly forced to turn to renewable energies.
The courtesy visit of the APPO SG is the first official meeting with H.E. the Ambassador of Angola to the Republic of Congo. It was therefore a question for H.E. Farid Ghezali to present himself as the new Secretary General of APPO and to indicate the main points of his roadmap at the head of the APPO Secretariat, of which Angola is one of the founding Member Countries. This roadmap essentially revolves around the promotion of Local Content in oil and gas activities in Africa, as well as intra-African training and research and development initiatives, and the imminent launch of the Africa Energy Bank. In a word, it is a question for APPO to strengthen intra-African cooperation, as underlined by the current President of APPO, H.E. Mamadou Sangafowa-Coulibaly, Minister of Mines, Petroleum and Energy of Côte d’Ivoire during a directive visit on which the SG reported to the Ambassador.
This agenda of APPO is fully in line with the vision of H.E. Mr. Vicente Muanda who stressed that the world is becoming more and more protectionist, Africans must increasingly think about Africans to find endogenous solutions. They must seek to cooperate in building their capacity while speaking with one voice on the international stage. For him, APPO is the ideal instrument to achieve this common African position on energy. The Ambassador stressed the importance of self-determination for Africa, in line with the vision of his country, Angola.
While thanking him for the ideas shared, the SG concluded by indicating that Angola, as a pillar of the African energy sector and a country whose path bears, has always played, and will continue to play, a leading role within APPO as well as other pan-African Organizations such as the African Union. He also informed the Ambassador that he will have the honor of taking part in the festivities to mark the 50th anniversary of the National Oil Company Sonangol, scheduled to be held on February 26 in Luanda, Angola. The Ambassador thanked the SG for this visit, which he considers a good initiative, and wished him every success in his new position.
