Abidjan, Côte d’Ivoire – The African Refiners and Distributors Association (ARDA) and the African Petroleum Producers’ Organization (APPO) have taken a significant step in strengthening their strategic partnership by formally establishing the ARDA–APPO Joint Technical Committee (JTC) during a high-level meeting held on june 29, 2026 at ARDA’s headquarters in Abidjan.
The meeting marks an important milestone in the implementation of the Memorandum of Understanding (MoU) signed by the two organizations during ARDA Week 2026 in Cape Town. The MoU established a framework for collaboration to promote African refining, enhance energy security, support regional integration and accelerate the development of an integrated African petroleum market. It also set out a shared agenda to advance cleaner fuels, undertake strategic technical studies, harmonize policies and fuel specifications, strengthen downstream infrastructure, build technical capacity and increase intra-African petroleum trade under the African Continental Free Trade Area (AfCFTA).
From Partnership to Implementation
The Abidjan meeting signaled the transition from strategic intent to practical implementation, with the formal launch of the Joint Technical Committee, which will oversee and coordinate priority initiatives under the partnership. Chief among these is the African Refining Model Development Project, a flagship initiative designed to support the long-term development of refining capacity across the continent. The meeting brought together senior officials and technical experts from ARDA and APPO, alongside members of the newly established Joint Technical Committee. Representatives from the African Energy Commission (AFREC) also participated virtually in selected technical discussions. The meeting was led by ARDA Executive Secretary, H.E. Anibor Kragha, and APPO Secretary General, H.E. Farid Ghezali, together with senior officials from both organizations.
Discussions focused on establishing the Committee’s governance framework and operating procedures, launching work on the African Refining Model Development Project, reviewing the proposed African Oil and Gas Market Study and advancing the harmonization of cleaner fuel specifications through the AFRI Clean Fuels Roadmap. Participants also explored opportunities to strengthen collaboration with continental institutions, including AFREC, while agreeing an implementation roadmap and programme of work.
In addition to the formal inauguration of the Joint Technical Committee, participants agreed the Committee’s governance structure, adopted an initial work programme, confirmed technical focal points and endorsed a number of priority collaborative projects. Timelines for implementation and future meetings were also agreed. The Committee’s immediate priorities include finalizing the African Refining Model concept, developing detailed Terms of Reference for the African Oil and Gas Market Study, preparing implementation timelines and financing approaches, launching technical studies and collaborative workstreams, and continuing implementation of the AFRI Clean Fuels Roadmap, including preparations for a Validation Workshop later this year.
Building a More Integrated African Energy Market

The establishment of the Joint Technical Committee represents an important milestone in strengthening collaboration between Africa’s upstream and downstream petroleum institutions. By combining technical expertise and aligning strategic priorities, ARDA and APPO aim to support the expansion of African refining capacity, reduce dependence on imported petroleum products, enhance continental energy security and promote greater harmonization of fuel specifications and regulatory alignment across African markets.
The partnership is also expected to facilitate increased intra-African petroleum trade under the AfCFTA, encourage coordinated investment in refining, storage, logistics and downstream infrastructure, and contribute to the long-term vision of an integrated and resilient African oil and gas market.

L’ARDA et l’APPO établissent un comité technique conjoint pour faire avancer le projet de développement du modèle de raffinage africain
Abidjan, Côte d’Ivoire – Association des Raffineurs et Distributeurs Africains (ARDA) et l’Organisation des Producteurs de Pétrole Africains (APPO) ont franchi une étape significative dans le renforcement de leur partenariat stratégique en établissant officiellement le Comité technique mixte ARDA–APPO (JTC) lors d’une réunion de haut niveau tenue le 29 juin 2026 au siège de l’ARDA à Abidjan.
Cette réunion marque une étape importante dans la mise en œuvre du protocole d’accord (MoU) signé par les deux organisations lors de la Semaine ARDA 2026 au Cap. Le protocole d’entente a établi un cadre de collaboration visant à promouvoir le raffinage africain, renforcer la sécurité énergétique, soutenir l’intégration régionale et accélérer le développement d’un marché pétrolier africain intégré. Il a également établi un programme commun pour promouvoir des carburants plus propres, mener des études techniques stratégiques, harmoniser les politiques et les spécifications des carburants, renforcer les infrastructures de carburants en aval, renforcer les capacités techniques et accroître le commerce pétrolier intra-africain dans le cadre de la zone de libre-échange continentale africaine (AfCFTA).
Du partenariat à la mise en œuvre
La réunion d’Abidjan a marqué la transition de l’intention stratégique à la mise en œuvre pratique, avec le lancement officiel du Comité technique mixte, qui supervisera et coordonnera les initiatives prioritaires dans le cadre du partenariat. La principale d’entre elles est le Projet de Développement du Modèle de Raffinage Africain, une initiative phare conçue pour soutenir le développement à long terme des capacités de raffinage à travers le continent.
La réunion a réuni des hauts responsables et des experts techniques de l’ARDA et de l’APPO, ainsi que des membres du tout nouveau Comité technique mixte. Des représentants de la Commission africaine de l’énergie (AFREC) ont également participé virtuellement à certaines discussions techniques. La réunion a été dirigée par le Secrétaire Exécutif de l’ARDA S.E. Anibor Kragha, et le Secrétaire Général de l’APPO, S.E. Farid Ghezali, ainsi que des hauts responsables des deux organisations.
Les discussions se sont concentrées sur l’établissement du cadre de gouvernance et des procédures opérationnelles du Comité, le lancement du projet de développement du modèle de raffinage africain, la révision de l’étude proposée sur le marché pétrolier et gazier africain et l’avancement de l’harmonisation des spécifications de carburants propres via la feuille de route des carburants propres de l’AFRI. Les participants ont également exploré des opportunités de renforcer la collaboration avec les institutions continentales, y compris l’AFREC, tout en convenant d’une feuille de route de mise en œuvre et d’un programme de travail.
En plus de l’inauguration officielle du Comité technique mixte, les participants se sont mis d’accord sur la structure de gouvernance du Comité, ont adopté un programme de travail initial, confirmé des points focaux techniques et approuvé un certain nombre de projets collaboratifs prioritaires. Ils ont également convenu des calendriers de mise en œuvre et de réunions futures.
Les priorités immédiates du Comité incluent la finalisation du concept du Modèle africain de raffinage, l’élaboration de mandats détaillés pour l’étude du marché pétrolier et gazier africain, la préparation des calendriers de mise en œuvre et des approches de financement, ainsi que le lancement des études techniques et des flux de travail collaboratifs, ainsi que la mise en œuvre continue de la feuille de route des carburants propres de l’AFRI, y compris la préparation d’un atelier de validation plus tard cette année.
Construire un marché africain de l'énergie plus intégré
La création du Comité technique mixte représente une étape importante dans le renforcement de la collaboration entre les institutions du secteur pétrolier en amont et en aval de l’Afrique. En combinant expertise technique et en alignant les priorités stratégiques, l’ARDA et l’APPO visent à soutenir l’expansion des capacités de raffinage africaines et à réduire la dépendance aux produits pétroliers importés, renforcer la sécurité énergétique continentale et promouvoir une plus grande harmonisation des spécifications des carburants ainsi que l’alignement réglementaire sur les marchés africains.
Le partenariat devrait également faciliter l’augmentation du commerce pétrolier intra-africain dans le cadre de l’AfCFTA, encourager l’investissement coordonné dans le raffinage, le stockage, la logistique et les infrastructures en aval, et contribuer à la vision à long terme d’un marché africain intégré et résilient du pétrole et du gaz.
