The 2nd Meeting of the CEOs of National Hydrocarbon Companies of APPO Member Countries will be held on July 19, 2022 in Abuja, Nigeria.

The Secretary General of the APPO, Dr. Omar Farouk Ibrahim took the lead by visiting the NOCs during his missions or by calling them by telephone, to participate in this important meeting and to get directly involved in issues related to the hydrocarbon sector in particular the interesting topic of Energy Transition. On Friday, July 1, 2022, he visited the Director General of SNPC, Mr. Maixent Raoul Ominga and the Ambassador of the Democratic Republic of Congo accredited to Congo, H.E Christophe Mazungu, and the same subject on Energy Transition and the challenges it poses to the African oil sector were discussed.

 

The CEO of SNPC assured the Secretary General of his participation in person at this important meeting in Abuja.

SONAHYDROC, SNH of the DR Congo which had already confirmed its presence was warmly thanked by the SG of APPO through his Excellency, Ambassador Christophe Mazungu with whom the SG of the APPO evoked subjects on the Energy Transition, the way to follow for the African continent and what constituted as an opportunity the Energy Transition especially when the Wester Countries push the African countries to abandon the fossil fuels whereas these countries need them more than ever for their development.

The Abuja NOCs meeting will follow the first ever inaugural meeting held on May 16, 2022 in Luanda, Angola during the 8th edition of CAPE. It will be devoted to the modalities of conducting its work and on more in-depth discussions on the topics to be presented in this case the conclusions of the study made by the APPO on the future of the African oil industry in the light of the energy transition.

It should be recalled that in Luanda, the inaugural meeting was declared open by H.E. Dr. Diamantino Pedro Azevedo, Minister of Mineral Resources, Oil and Gas of the Republic of Angola and President of APPO and chaired by Mr. Mele Kolo Kyari, GMD of NNPC of MC Nigeria.

The SNH meeting is in pursuit of the objectives of Chapter IV of the APPO Internal Regulations.

MISSIONS OF MEETING OF CEOS OF NATIONAL OIL COMPANIES

(1)     The Meeting of Chief Executive Officers (CEOs) of National Oil Companies has the following missions:

a.  to ensure commercial, technical and technological collaboration in the field of hydrocarbon resources amongst Member Countries;

b.  to support the sharing of research and development studies to enhance hydrocarbon production;

c.  to support data  collection and collaboration among Member Countries;

d.  to support wide-range of capacity building activities in the petroleum industry for Member Countries’ nationals;

e.  to share market developments and impact of global and regional energy regulations and its implications on hydrocarbon production.

(2)     The Chief Executive Officers of the National Oil Companies shall meet whenever necessary to deliberate on technical, financial and specific subjects with a view to preparing a report to be submitted to the Executive Board.

(3)     The Chief Executive Officers of the National Oil Companies shall be convened to meetings by the Secretary General after authorization by the Executive Board.

La 2e Réunion des Directeurs Généraux des Sociétés Nationales des Hydrocarbures des Pays Membres de l’APPO se tiendra le 19 juillet 2022 à Abuja, au Nigeria.

Le Secrétaire Général de l’APPO, Dr OFI a pris personnellement les devants en visitant les SNH lors de ses missions ou en les appelant par téléphone, à participer à cette importante réunion et à s’impliquer directement sur des questions liées au secteur des hydrocarbures notamment le sujet intéressant de la Transition Énergétique. Le vendredi 1er juillet 2022, il a rendu visite au Directeur Général de la SNPC, M. Maixent Raoul Ominga et à l’Ambassadeur de la République Démocratique du Congo accrédité au Congo, S.E Christophe Mazungu, et le même sujet sur la Transition Énergétique et les défis qu’elle pose au secteur pétrolier africain ont été évoqués.

 

Le DG de la SNPC a assuré le Secrétaire Général de sa présence personnelle à cette importante rencontre à Abuja.

La SONAHYDROC, SNH de la RD Congo qui avait déjà confirmé sa présence a été chaleureusement remercié par le SG de l’APPO à travers Son Excellence, Monsieur l’Ambassadeur Christophe Mazungu avec qui le SG de l’APPO a évoqué des sujets sur la Transition Énergétique, la voie à suivre pour le continent africain et ce que la Transition Énergétique a constitué comme opportunité surtout quand les pays occidentaux poussent les pays africains à abandonner les combustibles fossiles alors que ces pays en ont plus que jamais besoin pour se développer.

La Réunion des SNH d’Abuja fera suite à la toute première réunion inaugurale tenue le 16 mai 2022 à Luanda, en Angola pendant la 8e édition du CAPE. Elle sera consacrée aux  modalités de la conduite de ses travaux et sur des discussions plus approfondies sur les sujets qui seront  présentés en l’occurrence les conclusions de l’étude faite par l’APPO sur l’avenir de l’industrie pétrolière africaine à la lumière de la transition énergétique.

Il faut rappeler qu’à Luanda, la réunion inaugurale avait été déclarée ouverte par S.E. Dr. Diamantino Pedro Azevedo, Ministre des Ressources Minérales, du Pétrole et du Gaz de la République d’Angola et Président de l’APPO et présidée par M. Mele Kolo Kyari, le PDG de la NNPC du Nigeria, Pays Membre de l’APPO.

La réunion des SNH se situe dans le cadre de la poursuite des objectifs du chapitre IV du Règlement Intérieur de l’APPO.

MISSIONS DES CEOS DES S NATIONOCIETES NATIONALES DES HYDROCARBURES

(1)      La Réunion des Directeurs Généraux des Sociétés Nationales des Hydrocarbures a les missions suivantes.

a.    assurer une collaboration commerciale, technique et technologique dans le domaine des hydrocarbures entre les Pays Membres.

b.    favoriser le partage d’études de recherche et développement pour améliorer la production des hydrocarbures;

c.    favoriser la collecte de données et la collaboration entre les Pays Membres;

d.    soutenir une large gamme d’activités de renforcement des capacités dans l’industrie pétrolière pour les ressortissants des Pays Membres;

e.    participer au développement du marché et à l’impact de la réglementation énergétique mondiale et régionale et de ses implications sur la production d’hydrocarbures.

(2)      Les Directeurs Généraux des Sociétés Nationales des Hydrocarbures se réunissent en cas de nécessité pour examiner des sujets techniques, financiers et spécifiques, en vue de préparer un rapport à soumettre au Conseil Exécutif.

(3)      Les Directeurs Généraux des Sociétés Nationales des Hydrocarbures sont convoqués aux réunions par le Secrétaire Général après autorisation du Conseil Exécutif.
