The Council of Ministers of the African Petroleum Producers’ Organization (APPO) has reaffirmed the resolve of its Member Countries to commit to the success of the Africa Energy Bank in its quest for funding for the development of African Regional Energy Infrastructure in the various regions of the continent for energy security and sustainable development.
The Session, which was presided over by Mr. Samou SEIDOU ADAMBI, Minister of Energy, Water and Mines of the Republic of Benin and President of APPO had in attendance Ministers and Heads of delegation from 16 Member Countries of the Organization as well as the Secretary General of APPO and Managing Director of the Africa Energy Investment Corporation, AEICorp.
The Ministerial Council has among others:
- noted the submission of the three Establishment Documents- Establishment Agreement, Charter and Host Country Agreement negotiated with Afreximbank and requested the Secretary General to submit on or before 30th November 2023, the documents, namely, the Feasibility Study, the Business Plan, Timeline for the take-off of the Bank for consideration by respective governments
- fixed deadline for the selection of host country of the Bank by 31st March 2024,
- decided to host an Extraordinary Session of the Council of Ministers before 31st March 2024 for the choice of the host country of the Bank,
- approved the Reports of the External Audit of the financial account of the Secretariat,
- confirmed the appointment of three (3) new Executive Board Members,
- adopted the 2024 Work Programme and the triennial (2024-2025-2026) budget of the Secretariat,
- elected the Administrator Director General of SNH, Plenipotentiary of Cameroon to the APPO Ministerial Council, HE Adolphe MOUDIKI and the Minister of Hydrocarbon of the Republic of Congo, HE Bruno Jean Richard ITOUA as APPO President and Alternate President for the year 2024 respectively,
- appointed of Mr. Stev Simplice Onanga of the Republic of Congo and Mr. Dominique WETSHONDO OSOMBA of the Democratic Republic of Congo as Chairman and Alternate Chairman of the APPO Executive Board for the year 2024 respectively.
The Council welcomed the progress made on the process of establishment of the Africa Energy Bank together with the Afreximbank and called on Member Countries to give the Bank full support by paying their capital share and ratifying the Establishment Agreement.
The Council expressed its appreciation to H.E. Patrice Guillaume Athanase Talon, President of the Republic of Benin and the good people of Benin for the support that APPO has been receiving from Benin since its founding and for the excellent arrangements made for the 2023 Statutory Meetings.
The next Ordinary Session of the Ministerial Council will be held in Cameroon during the last quarter of 2024.

Le Conseil des Ministres de l’Organisation des Producteurs de Pétrole Africains (APPO) a réaffirmé la détermination de ses Pays Membres à s’engager en faveur du succès de la Banque Africaine de l’Énergie dans sa quête de financement pour le développement des Infrastructures Énergétiques dans les différentes régions du continent pour la sécurité énergétique et le développement durable.
Cette Session, qui a été présidée par M. Samou SEIDOU ADAMBI, Ministre de l’Énergie, de l’Eau et des Mines de la République du Bénin et Président de l’APPO, a réuni les Ministres et Chefs de Délégation de 16 Pays Membres de l’Organisation ainsi que le Secrétaire Général de l’APPO et le Directeur Général de la Société Africaine d’Investissement en Énergie, AEICorp.
Le Conseil des Ministres a entre autres :
- pris acte de la présentation des trois Documents Fondateurs – Accord d’Établissement, Charte et Accord de Siège négociés avec Afreximbank et demande au Secrétaire Général de soumettre au plus tard le 30 novembre 2023, les documents, à savoir l’Étude de Faisabilité, le Plan d’Affaires, le Chronogramme de démarrage de la Banque pour examen par les États respectifs.
- fixé la date limite pour la sélection du pays de siège de la Banque au 31 mars 2024,
- décidé de la tenue d’une Session Extraordinaire du Conseil des Ministres avant le 31 mars 2024 pour le choix du pays de siège de la Banque,
- approuvé les rapports de l’audit externe des états financiers du Secrétariat,
- confirmé la nomination de trois (3) nouveaux Membres du Conseil Exécutif,
- adopté le Programme de Travail 2024 et le budget triennal (2024-2025-2026) du Secrétariat,
- élu l’Administrateur Directeur Général de la SNH, Plénipotentiaire du Cameroun au Conseil des Ministres de l’APPO, SEM Adolphe MOUDIKI et le Ministre des Hydrocarbures de la République du Congo, SEM Bruno Jean Richard ITOUA respectivement Président et Vice-Président de l’APPO pour l’année 2024,
- nommé M. Stev Simplice Onanga de la République du Congo et M. Dominique WETSHONDO OSOMBA de la République Démocratique du Congo respectivement Président et Vice-Président du Conseil Exécutif de l’APPO pour l’année 2024.
Le Conseil s’est félicité des progrès accomplis dans le processus de création de la Banque Africaine de l’Energie, en collaboration avec Afreximbank, et a appelé les Pays Membres à apporter leur plein soutien à la Banque en payant leur part du capital et en ratifiant l’Accord d’Établissement de la Banque.
Le Conseil a exprimé sa gratitude à S.E. Patrice Guillaume Athanase Talon, Président de la République du Bénin et le peuple béninois pour le soutien que l’APPO reçoit du Bénin depuis sa création et pour les excellentes dispositions prises lors des Réunions Statutaires de 2023.
La prochaine Session Ordinaire du Conseil des Ministres se tiendra au Cameroun au cours du dernier trimestre 2024.
