Secretary General

The Secretary General is the Chief Executive Officer and principal administrator of APPO Secretariat. He is also the legal representative of the Organization.

In the course of his duties, the Secretary General reports to the Council of Ministers on Policy matters and reports to the Executive Board on administrative and financial matters. As the Chief Executive Officer of the Secretariat, the Secretary General has the authority to direct the affairs of APPO in accordance with the Statutory Regulations of the Organization, the directives of the Council of Ministers as well as those of the Executive Board.

He oversees the work of the Organization; ensuring that the functions and duties assigned to the directorates and different departments or offices of the Secretariat are effectively carried out. He prepares periodic reports for submission to each Session of the Council of Ministers concerning matters which call for consideration and decision. He informs the President and other members of the Council of Ministers of all activities of the Secretariat, of all studies and work programmes undertaken and of the progress of the implementation of the resolutions of the Council of Ministers.

The Secretary General is appointed from a member country of APPO for a period of three years and may be renewed for another period of three years. The current Secretary General is Dr. Omar Farouk Ibrahim. He assumed duty on 4th January 2020. (brief on Dr Ibrahim)

The Secretariat

The Secretariat is the seat of APPO Headquarters. Located in Brazzaville, Republic of Congo.

The Secretariat is responsible for executing policies and decisions taken by the governing and policy making bodies of the Organization, namely; Council of Ministers and the Executive Board. The Secretariat is administered by the Secretary General with support from two Directors and other staff.

The main activity of the Secretariat is conducting research in the field of petroleum in the African continent, identifying areas of common challenges in the petroleum sector of member countries, finding common solutions including making technical and policy recommendations. The Secretariat also works to promote cooperation and coordination in petroleum policies and activities of APPO member countries. It focuses essentially on the challenges of the petroleum industry that are peculiarly African and works to find solution to them.

The Secretariat comprises the following :

Office of the Secretary General which includes the Head, Office of the Secretary General, Legal, Public Relations & Communications as well as Internal Audit;

Rilwanu Lukman Research and Development Centre which has two departments: Hydrocarbons Studies and Data Unit, Capacity Building, Technical Cooperation, and Project Management

Support Services Which has two departments: Finance and Human Resources Management and Administration, IT and Organization Resources Management.

Okpara Chimdimma

Head of Administration, IT and Organization Resources Unit

The Head of Administration, IT and Organization Resources Department undertakes administrative responsibility for the provision of Facility and Asset Management services relating to the Secretariat’s physical building. The Officer also handles the provision of logistic services internally and for Council of Ministers, Executive Board and APPO Secretariat meetings as well as liaison with relevant organs of State to effect diplomatic formalities. The Head, Administration, IT and Organization Resources Management also oversees the IT services section responsible for ensuring the availability, the security and optimal performance of the computer network and internet connection facilities for the entire Secretariat.

Head of Finance and Human Resources Unit

The Head of Finance and Human Resources Department is responsible for establishing and maintaining effective administrative systems and procedures and control mechanisms to support the smooth running of APPO’s operations and to ensure compliance with APPO’s administrative, financial, and human resources rules and procedures. The Officer is also responsible for the day-to-day management of APPO’s financial, human and administrative resources. In this capacity, the Head Finance and Human Resources frequently carries out internal controls and coordinates the process of preparing the annual budget as well as periodic budget monitoring and performance.

Philomena Anwuli Ikoko

Director of Support Services

The Director, Support Services reports to the Secretary General and coordinates the various functions and activities of the Directorate.

The Support Services Directorate is responsible for providing and maintaining an efficient, effective and conducive work environment to enhance productivity in a bid to ensure that the goals and objectives of the organization are met.

Specifically, it is responsible for handling the Finance functions, Human Resources, Assets and Facility Management, General Administration, Information Technology and Internal Communications. It also handles procurements of goods and services including visas and travels as well as logistics for Council of Ministers, Executive Board, and APPO Secretariat in house meetings in accordance with APPO Regulations. The Directorate comprises two departments: Finance and Human Resources Management and the Administration, IT and Organization Resources Management Department.

Sahgui Tiatti Tchananti

Head of Capacity Building, Technical Cooperation And Project Management Unit

The Head of the Capacity Building, Technical Cooperation and Project Management Department is responsible for the delivery of effective and timely solutions for capacity building and technical assistance needs that member countries may have. The Officer strives to build on existing capacity building and technical assistance programmes already in place in member Countries, and through matchmaking efforts. In addition, the Head of Department is responsible cooperation and collaboration with other regional and international institutions with programmes dealing with capacity building and technical cooperation in the oil and gas sector and also acts as an intermediary between suppliers and users of capacity building and technical cooperation, services within APPO .

The Officer is also responsible for ensuring the effective coordination, management and monitoring of the concrete implementation of the projects and studies outlined in APPO’s four-year strategic plan and programme of activities from start to finish. The Officer ensures and reports on risks and opportunities related to project performance and resource obligations and ensures that relevant technical information between the different parts of the Secretariat and the members of the working group responsible for the Member Countries is communicated at all times.

Temilola George

Head of Hydrocarbon Studies and Data Unit

The Head of Hydrocarbon Studies and Data Department provides technical support to APPO and the Rilwanu Lukman Research & Development Centre by undertaking and promoting scientific research and development in the field of hydrocarbon and energy. The Officer contributes to the development of prospects of unexplored and frontier areas in APPO member countries, provides technical inputs in the organization of and participates in relevant conferences, seminars and workshops.

The Head, Hydrocarbon Studies and Data Department is also in charge of maintaining a robust energy databank at the APPO Secretariat in coordination with the IT Unit and through various sources including member countries data focal Officers.

Taher M O Najah

Director of the Rilwanu LUKMAN Research and Development Centre.

The mission of the Centre consists of conducting studies and research aimed at promoting cooperation and capacity building among APPO member countries and addressing the peculiar challenges they face in the oil and gas industry. The Centre manages the hydrocarbons data relating to member countries and the continent. It also focuses on capacity building in the industry for member countries. The Centre comprises two departments namely Hydrocarbons Studies and Data department; and Capacity Building, Technical Cooperation and Project Management department.

The Director of Rilwanu Lukman Research and Development Centre, who reports to the Secretary General, is the Principal Officer of the Centre. He is responsible for organizing, administering the work of the Centre and ensuring that the functions and duties assigned to the different departments within the Centre are effectively carried out.

PUBLIC RELATIONS

The Public Relations & Communication Officer is responsible for communicating and disseminating information about APPO. The Officer is also responsible for developing and enhancing the image of the Organization within APPO Member Countries and external stakeholders. He reports to the Secretary General.

Legal Counsel

The Legal Adviser is responsible for providing legal advice to the Secretariat and ensuring that decisions and actions are in accordance with the various APPO Regulations. The legal Adviser sits on various Secretariat Committees to provide legal guidance. The Officer maintains and defends the Organization’s legal claims and interests. He reports to the Secretary General.

Profile of Omar Farouk Ibrahim, PhD.

Omar Farouk Ibrahim holds a Doctorate degree in Political Science from Rutgers University, New Brunswick, New Jersey, USA, 1988, a Masters degree from Bayero University, Kano, Nigeria, 1983, and a Bachelors degree from Ahmadu Bello University, Zaria, Nigeria, 1980.

Dr. Ibrahim assumed the position of APPO Secretary General on 4th January 2020. Until then he was Adviser on International Energy Relations to the Minister of State for Petroleum Resources of the Federal Republic of Nigeria. In that position he represented Nigeria on the boards of several inter-governmental energy organizations. He was Nigeria’s Governor to the Vienna-based Organization of the Petroleum Exporting Countries, OPEC, 2015-2020 and Executive Board Member at the Doha-based Gas

Exporting Countries’ Forum, GECF, 2015-2020. At the same time he coordinated Nigeria’s affairs at the International Energy Forum, IEF, and later the African petroleum Producers’ Association, APPA.

Dr. Ibrahim was, between 2010 and 2014, General Manager and later Group General Manager, Group Public Affairs Division, at the Nigerian National Petroleum Corporation, NNPC.

Before joining the NNPC, Dr. Ibrahim spent seven years February 2003 – December 2009 as Head of the PR and Information Department and member of senior management at the OPEC Secretariat, in Vienna. He was the Executive Editor of the OPEC Energy review and Editor-in-Chief of the OPEC Bulletin.

Before venturing into the oil sector in 2003, Dr. Ibrahim was in the media where he was at various times the Managing Director/Chief Executive Officer of the Nigerian Federal Government-owned media house the New Nigerian Newspapers between 1999 and 2003. He was also the chairman of the Board of Directors of Newpack Printing and Packaging Company Limited. Before coming to the New Nigerian, Dr. Farouk had spent nine years in various positions at the Daily Times of Nigeria, ranging from Member of the Editorial board to a columnist and Op-Ed editor, General Manager Nigerpack Press, Group Controller of Administration.

Dr. Farouk joined Bayero University as a Graduate Assistant in the Department of Political Science in 1981 after his national service and rose to the rank of Lecturer by the time he left academia for journalism in 1990.

He has several publications.
