Dear colleagues; Excellency the Secretary General; I welcome you all to the 6th Meeting of the Executive Board taking place simultaneously in Niamey; Republic of Niger and in 7 capitals of our Member Countries.
I am one of the few members who due to unavoidable reasons is unable to travel to Niamey; but thanks to information technology I am participating and seeing all other participants.
Dear colleagues, 2020 has been a year of rebirth of APPO; a year for laying a solid foundation to the new APPO we all aspire to see. It marked the first year of the implementation of the approved Reform of the organization. And I believe I speak the minds of all of us when I say that the signs so far have been most promising: What remains is for us; as a Board to give the Secretariat the necessary support so that our collective aspirations can be fulfilled.
I wish to appeal to my colleagues to take this assignment most seriously especially in this training year; when APPO is working hard to recreate a new organizational culture. I understand from colleagues who have been here longer than me that the meetings of the Board this year have been most professionally conducted; with members focusing on issues and avoiding irrelevancies: I wish to appeal to you all to sustain this practice.
I would also call on the Secretariat to ensure that documents related to Meetings are circulated to Ministers and Board Members in accordance with the APPO Regulations: This will allow members to study the documents and make effective contributions to the discussions: That is the best way to improve the standard and quality of our decisions.
I will now invite you to please adopt the agenda of this meeting.
I now invite the Secretariat to give us an update on the Implementation of the Decisions of the Meeting of the Ministerial Council and the 5th Meeting of the Executive Board.

Chers collègues, Excellence Monsieur le Secrétaire Général, je vous souhaite la bienvenue à la 6ème réunion du Conseil Exécutif qui se tient simultanément à Niamey, en République du Niger, et dans sept (07) capitales de nos Pays Membres.
Je suis l’un des rares membres qui, pour des raisons inévitables, ne peut pas se rendre à Niamey; mais grâce à la technologie de l’information, je participe et je vois tous les autres participants.
Chers collègues, 2020 a été une année de renaissance de l’APPO ; une année pour jeter des bases solides à la nouvelle APPO que nous aspirons tous à voir. Elle a marqué la première année de la mise en œuvre de la Réforme approuvée de l’organisation. Et je crois que je parle au nom de tous lorsque je dis que les signes jusqu’à présent ont été très prometteurs : Ce qu’il nous reste à faire, c’est d’apporter au Secrétariat, en tant que Conseil, le soutien nécessaire pour que nos aspirations collectives puissent être réalisées.
Je souhaite appeler mes collègues à prendre cette mission très au sérieux, surtout en cette année de formation, alors que l’APPO travaille dur pour recréer une nouvelle culture organisationnelle. J’ai appris de mes collègues qui sont ici depuis plus longtemps que moi que les réunions du Conseil Exécutif de cette année ont été menées de manière très professionnelle, les membres se concentrant sur les problèmes et évitant les questions non pertinentes : Je souhaite vous appeler tous à maintenir cette pratique.
Je demande également au Secrétariat de veiller à ce que les documents relatifs aux réunions soient distribués aux Ministres et aux membres du Conseil conformément au règlement de l’APPO : Cela permettra aux membres d’étudier les documents et de contribuer efficacement aux discussions : C’est la meilleure façon d’améliorer le niveau et la qualité de nos décisions.
Je vous invite maintenant à adopter l’ordre du jour de cette réunion.
J’invite maintenant le Secrétariat à nous donner une mise à jour sur la mise en œuvre des décisions de la réunion du Conseil Ministériel et de la 5ème Réunion du Bureau Exécutif.
