APPO Secretary-General, His Excellency, Dr Omar Farouk Ibrahim has commended an agreement, “Niamey Declaration” signed between Algeria, Niger and Nigeria for the revival of the Trans-Saharan Pipeline Project.
The commendation came during the signing ceremony on the sidelines of the 3rd Edition of the Mining and Petroleum Forum, ECOMOF2022 of the Economic Community of West African States, held from 16 to 18 February 2022 in Niamey, the capital of Niger Republic.
Speaking after the signing of the agreement by Their Excellencies, Mohamed Arkab of Algeria, Mahamane Sani Mahamadou of Niger and Timipre Sylva, HE Dr Omar Farouk Ibrahim said “I am delighted that this cooperation between three APPO Member States is perfectly in line with the spirit of the APPO Framework Agreement on Cooperation and Mutual Assistance. I do not doubt for a moment your commitment to its successful implementation ”
He further said that the declaration marks a vision for the development of the African energy sector and reassured the parties of the availability of the APPO Secretariat to provide all necessary support for the achievement of the noble objective.
With a total length of 4,128 kilometers, the gas pipeline which will run from Nigeria through Niger to Algeria will supply 30 billion cubic meters of natural gas to the European market per year.
At an estimated cost of over $US 13 billion, the transformational project, according to the Nigerian Minister, Timipre Sylva, will create much-needed jobs and revenue for African gas markets and therefore solicited the support of all stakeholders for it’s actualisation.
The Nigerien Minister of Petroleum, Energy and Renewable Energies, Mahamane Sani Mahamadou, welcomed the signing of the Declaration at ECOMOF2022, stressing that it was an ideal occasion to discuss such a strategic project that brings three countries together.
In a separate session, the Secretary General of APPO, HE Dr. Omar Farouk Ibrahim and Minister Mahamane Sani Mahamadou reviewed the operations of APPO including the Secretariat’s activity programs for 2022. Special attention was paid to the organization of CAPE VIII in May 2022, in Luanda, Angola. The event was highly recommended for stakeholders in the hydrocarbon sector of Niger as an opportunity for strategic exchange of information with other key players. A gala evening at the event afforded the Secretary General the opportunity to appreciate the High Representative of the Head of State of Niger and former Minister of Petroleum, HE Foumakoye Gado for services to the organization while as President of APPO’s Council of Minister for the 2020 fiscal year.

Le Secrétaire Général de l’APPO, Son Excellence Dr Omar Farouk Ibrahim, a salué un accord, la “Déclaration de Niamey”, signé entre l’Algérie, le Niger et le Nigeria pour la relance du projet de pipeline transsaharien.
Cet éloge a eu lieu lors de la cérémonie de signature tenue en marge de la 3ème édition du Forum minier et pétrolier, ECOMOF2022 de la Communauté Economique des États de l’Afrique de l’Ouest, qui s’est tenue du 16 au 18 février 2022 à Niamey, la capitale de la République du Niger.
S’exprimant après la signature de l’accord par Leurs Excellences, Mohamed Arkab d’Algérie, Mahamane Sani Mahamadou du Niger et Timipre Sylva, S.E. Dr Omar Farouk Ibrahim a déclaré : “Je me réjouis que cette coopération entre trois États membres de l’APPO s’inscrive parfaitement dans l’esprit de l’accord-cadre de coopération et d’assistance mutuelle de l’APPO. Je ne doute pas un seul instant de votre engagement en faveur de sa mise en œuvre réussie “.
Il a ajouté que cette déclaration marque une vision du développement du secteur énergétique africain et a rassuré les parties sur la disponibilité du Secrétariat de l’APPO à fournir tout le soutien nécessaire à la réalisation de ce noble objectif. ”
D’une longueur totale de 4 128 kilomètres, le gazoduc qui reliera le Nigeria à l’Algérie en passant par le Niger fournira 30 milliards de mètres cubes de gaz naturel par an au marché européen.
D’un coût estimé à plus de 13 milliards de dollars US, ce projet de transformation, selon le ministre Nigérian, Timipre Sylva, créera les emplois et les revenus dont les marchés gaziers africains ont tant besoin et a donc sollicité le soutien de toutes les parties prenantes pour sa réalisation.
Le Ministre Nigérien du Pétrole, de l’Energie et des Energies Renouvelables, Mahamane Sani Mahamadou, a salué la signature de la déclaration à l’ECOMOF2022, soulignant qu’il s’agissait d’une occasion idéale pour discuter d’un projet aussi stratégique qui réunit trois pays.
Dans une réunion séparée, le Secrétaire Général de l’APPO, Omar Farouk Ibrahim et le Ministre Mahamane Sani Mahamadou ont passé en revue les opérations de l’APPO, y compris les programmes d’activités du Secrétariat pour 2022. Une attention particulière a été accordée à l’organisation du CAPE VIII en mai 2022, à Luanda, en Angola. L’événement a été fortement recommandé aux parties prenantes du secteur des hydrocarbures du Niger comme une opportunité d’échange stratégique d’informations avec d’autres acteurs clés.
Une soirée de gala a permis au Secrétaire Général de féliciter le Haut Représentant du Chef de l’Etat du Niger et ancien Ministre du Pétrole, HE Foumakoye Gado pour les services rendus à l’organisation alors qu’il était Président du Conseil des Ministres de l’APPO pour l’année fiscale 2020.
