Fruitful working visit of His Excellency Dr. Omar Farouk Ibrahim, Secretary General of APPO to Angola
In the context of the implementation of the Secretariat’s 2022 Work Programme pertaining to Member Countries visits, the APPO Secretary General, His Excellency Dr. Omar Farouk Ibrahim, visited Angola from April 7 to 9, 2022. He was accompanied by the Head of Staff of his Cabinet, Mr. Bakary TRAORE.
At the Ministry of Mineral Resources, Petroleum and Gas, the delegation was received in audience by His Excellency Diamantino Azevedo, Minister of Mineral Resources, Petroleum and Gas of the Republic of Angola & President of the APPO Ministerial Council. Mr. Zakaria DOSSO joined the delegation via videoconference.
In his welcome remarks, Minister Diamantino commended the Secretary General and the Secretariat team for work done since the completion of the reform of APPO. He expressed the Presidency’s full support for the proper running of the Organization’s Secretariat.
In his response the Secretary General expressed appreciation to His Excellency Minister Diamantino Azevedo for the leadership and guidance he is providing to the Secretariat as President of APPO for the year 2022, and for the continuous support of Angola to APPO.
The Secretary General gave the President an update on developments in the Secretariat since the last Meeting of the Ministerial Conference in December 2021. He mentioned the assumption of duty of the two Directors – Research and Support Services – as well as the 4 new analsysts. He also gave the President an update on the payment of contributions of Member Countries to the Secretariat. Further discussions centered on preparations for CAPE VIII which Luanda is hosting from 16-19 May 2022.
The Secretary General sought the President’s logistics support for the conduct of the inaugural meeting of the APPO Long Term Strategy Committee, the Audit Committee of the Executive Board and the Budget and Finance Committee of the Executive Board. Specifically, he asked for provision of meeting venues with all necessary working tools, as well as accommodation for the delegates. He noted that for the LTSC expected delegates including the Secretariat is 40, while for the Audit Committee and the B&F Committee it is 6 each. The APPO President approved the request and directed the EB Member for APPO to handle.
The SG further requested that for the Meeting of the CEOs of the APPO MCs NOCs, the President of SONANGOL becomes the chief host and be responsible for all the logistics. Again, APPO President agreed and advised that when the delegation visits the SONANGOL President, it should put the request to him.
On the AEICorp, the SG informed the President that AFREXIMBANK had approached APPO/AEICorp for partnership to establish an Africa Energy Bank. He noted that a team from APPO and AEICorp met with the Management of AFREXIMBANK, led by its President, Professor Oramah in Abidjan last month where the proposal for made. He added that the APPO/AEICorp team had told the AFREXIMBANK that it will need the guidance of the Ministerial Council to proceed with the meeting. They were therefore seeking the guidance of the President on what to do. Having reviewed the issues at length, the President directed that APPO/AEICorp should go into negotiations with AFREXIMBANK and see if some agreement can be arrived at for the consideration of the Ministers when they meet in Luanda. He posited that if attendance of Ministers to CAPE VIII is up to the quorum as specified in the Statute, they will have an Extraordinary Meeting of the Council. The Managing Director of AEICorp (attending via videoconference) clarified issues raised by the President.
The APPO President directed the Secretary General to immediately embark on an aggressive drive for membership to the Organization, listing in particular Namibia, Mozambique and Uganda as potential target Member Countries.
The delegation visited the Angola National Agency for Petroleum, Gas and Biofuels, ANPG, founded in February 2019 after the government’s decision to withdraw the regulatory functions from SONANGOL, the Angolan National Oil Company. The discussions with the Chairman of the Board of Directors of ANPG, Mr. Paulino Jeronimo, were focused on the need for collaboration and cooperation between African countries in the era of Energy Transition for which APPO has taken the lead and is expressing the voice and the position of African oil and gas producing countries. The need for the creation of an African Energy market was also discussed as well as matters relating to capacity development and African Local Content for which ANPG will play in key role during the African Local Content Roundtable scheduled for 17th May 2022 in the scientific programme of the 8th Edition of the African Petroleum Congress and Exhibitions (CAPE VIII) in Luanda, Angola.
The day ended with a visit to SONANGOL, the NOC of Angola where Executive Board Members in the absence of the CEO, were brief on the new Forum of NOCs with its inaugural meeting scheduled for 16th May in Luanda back to back to CAPE VIII. The key role of SONANGOL, host NOC for the inaugural meeting was highlighted by the Secretary General. SONANGOL was specifically requested to be the Chief host of the CEOs and provide the logistics of the meeting. Discussions with Executive Board Members focused on the challenges facing the Oil and Gas industry in Africa and the need for active cooperation and collaboration between African NOCs to address the imminent challenges of the industry in the continent in the light of the Energy Transition.

Visite de travail fructueuse de Son Excellence Dr. Omar Farouk Ibrahim, Secrétaire Général de l’APPO en Angola
Dans le cadre de la mise en œuvre du Programme de Travail 2022 du Secrétariat relative aux visites des Pays Membres, le Secrétaire Général de l’APPO, Son Excellence Dr. Omar Farouk Ibrahim, était en visite en Angola, du 7 au 9 avril 2022. Il était accompagné de son Chef de Cabinet M. Bakary TRAORE.
Au Ministère des Ressources Minérales, du Pétrole et du Gaz, la délégation a été reçue en audience par Son Excellence Diamantino Azevedo, Ministre des Ressources Minérales, du Pétrole et du Gaz de la République d’Angola, Président du Conseil des Ministres de l’APPO. M. Zakaria DOSSO a pris part à l’audience via vidéocenférence.
Dans son mot de bienvenue, le Ministre Diamantino a félicité le Secrétaire Général et l’équipe du Secrétariat pour le travail abattu depuis que le processus de réforme de l’APPO est achevé. Il a exprimé son soutien total pour la bonne marche de du Secrétariat de l’Organisation.
Dans sa réponse, le Secrétaire Général a exprimé ses remerciements à
Son Excellence Diamantino Azevedo pour son leadership and ses orientations qu’il donne au Secrétariat en sa qualité de Président de l’APPO pour l’année 2022, et pour le soutien continu de l’Angola à l’APPO.
Le Secrétaire Général a présenté au Président une mise à jour des développements au sein du Secrétariat depuis la dernière réunion de la Conférence Ministérielle en décembre 2021. Il a mentionné la prise de fonction des deux Directeurs – Recherche et Services d’Appui – ainsi que les 4 nouveaux analsystes. Il a également donné au Président une mise à jour sur le paiement des contributions des Pays Membres au Secrétariat. Les discussions ont ensuite porté sur les préparatifs du CAPE VIII que Luanda accueillera du 16 au 19 mai 2022.
Le Secrétaire Général a sollicité le soutien logistique du Président pour la tenue de la réunion inaugurale du Comité de Stratégie à Long Terme de l’APPO, du Comité d’Audit du Conseil Exécutif et du Comité Budgétaire et Financier du Conseil Exécutif. Plus précisément, il a demandé la mise à disposition de lieux de réunion avec tous les outils de travail nécessaires, ainsi que l’hébergement des délégués. Il a noté que pour le Comité de Stratégie de Long Terme, le nombre de délégués attendus, y compris le Secrétariat, est de 40, tandis que pour le Comité d’Audit et le Comité B&F, il est de 6 chacun. Le Président de l’APPO a approuvé la demande et a chargé le Membre du Conseil Exécutif de l’APPO de s’en occuper.
Le SG a également demandé que pour la Réunion des PDG des PM et des SNH de l’APPO, le président de SONANGOL devienne l’hôte principal et soit responsable de toute la logistique. Là encore, le président de l’APPO a accepté et a indiqué que lorsque la délégation rendrait visite au président de SONANGOL, elle devrait lui soumettre cette demande.
Concernant AEICorp, le SG a informé le Président qu’AFREXIMBANK a approché APPO/AEICorp pour un partenariat en vue d’établir une Banque Africaine de l’Energie. Il note qu’une équipe de l’APPO et de l’AEICorp a rencontré la direction d’AFREXIMBANK, dirigée par son Président, le Professeur Oramah, à Abidjan le mois dernier où la proposition a été faite. Il a ajouté que l’équipe de l’APPO/AEICorp avait indiqué à AFREXIMBANK qu’elle avait besoin des orientations du Conseil des Ministres pour organiser la réunion. Ils ont donc demandé l’avis du Président sur la marche à suivre. Après avoir longuement examiné les problèmes, le Président a demandé à l’APPO/AEICorp d’entamer des négociations avec AFREXIMBANK et de voir si un accord pouvait être trouvé pour que les Ministres puissent l’examiner lors de leur réunion à Luanda. Il a indiqué que si la participation des Ministres au CAPE VIII atteint le quorum prévu par les statuts, le Conseil se réunira en Session Extraordinaire. Le Directeur Général d’AEICorp (présent par vidéoconférence) clarifie les questions soulevées par le Président.
Le Président de l’APPO a demandé au Secrétaire Général de s’engager immédiatement dans une campagne agressive d’adhésion à l’Organisation, en citant en particulier la Namibie, le Mozambique et l’Ouganda comme Pays Membres potentiels.
La délégation a visité l’Agence Nationale Angolaise du Pétrole, du Gaz et des Biocarburants, ANPG, fondée en février 2019 après la décision du gouvernement de retirer les fonctions de régulation à SONANGOL, la Compagnie Pétrolière Nationale Angolaise. Les discussions avec le Président du Conseil d’Administration de l’ANPG, M. Paulino Jeronimo, ont porté sur le besoin de collaboration et de coopération entre les pays africains à l’ère de la Transition Energétique pour laquelle l’APPO a pris les devants et exprime la voix et la position des pays africains producteurs de pétrole et de gaz. La nécessité de créer un marché Africain de l’Energie a également été discutée, ainsi que les questions relatives au développement des capacités et au Contenu Local Africain pour lequel l’APPO jouera un rôle clé lors de la Table Ronde sur le Contenu Local Africain prévue le 17 mai 2022 dans le programme scientifique de la 8e édition du Congrès et de l’exposition du pétrole africain (CAPE VIII) à Luanda, en Angola.
La journée s’est terminée par une visite à la SONANGOL, la SNH angolaise, où les Membres du Conseil Exécutif, en l’absence du PDG, ont été informés du nouveau Forum des SNH, dont la réunion inaugurale est prévue le 16 mai à Luanda, juste après le CAPE VIII. Le Secrétaire Général a souligné le rôle clé de la SONANGOL, la SNH hôte de la réunion inaugurale. Il a été spécifiquement demandé à la SONANGOL d’être l’hôte principal des PDG et d’assurer la logistique de la réunion. Les discussions avec les Membres du Conseil Exécutif ont porté sur les défis auxquels est confrontée l’industrie pétrolière et gazière en Afrique et sur la nécessité d’une coopération et d’une collaboration actives entre les SNH africaines pour relever les défis imminents de l’industrie sur le continent à la lumière de la Transition Energétique.
