Remarks by APPO Secretary General, H.E. Dr. Omar Farouk Ibrahim, Delivered at the Plenary of the 43rd Session of the APPO Ministerial Council, Luanda, Angola – Friday 4th November 2022 - African Petroleum Producers' Organization (APPO)

Your Excellency Joao Lourenco, President of the Republic of Angola represented by HE Manuel Nunes Junior, State Minister for Economic Coordination of the Republic of Angola, Your Excellency Dr. Diamantino Pedro Azevedo, Minister of Mineral Resources, Petroleum and Gas of Angola and President of APPO, Excellencies Members of the APPO Ministerial Council, Excellencies other Ministers, Your Excellencies Ambassadors, Secretaries of State, President and Chairman of the Board of Sonangol, Chairman and Members of the APPO Executive Board, the Managing Director of AEICorp, my colleagues from the APPO Secretariat, distinguished ladies and gentlemen.
On behalf of all of us at the Secretariat, I welcome the various delegations to the Statutory Meetings of our continental energy Organization, taking place here in Luanda and virtually across a number of our Member Countries.
This being the last meeting of the Ministerial Council before the end of the year and the end of my first term as Secretary General, I find it expedient to express my gratitude and that of all of us in the Secretariat for the cooperation and support that we have received from the Board and the Ministerial Council as we worked in the last three years to consolidate the reform of our Organization.
Our first year began with serious challenges facing the global economy and especially our industry. This was occasioned by the emergence of COVID-19 as a global health challenge which led to a complete shut-down of the global economy and an unprecedented destruction of demand for oil. It will be recalled that sometime in April 2020 WTI sold at a negative price.
The grounding of international flights forced the Secretariat to remain in Abuja for most of 2020, relocating to Brazzaville only at the end of October. During our stay in Abuja, we operated with skeletal staff, but tried to do as much as our capacity could allow, organizing two consultative Ministerial Meetings and one Extraordinary Session.
Since our relocation to Brazzaville in October 2020, we have tried to fully institutionalize our operations by ensuring that we have a conducive working environment and have hired some of the approved staff for the Secretariat.
We have to-date been able to fill only two-thirds of the approved workforce of the Secretariat. Two reasons account for the delay in filling the posts. The first was a deliberate strategy to bring in new staff in phases. This is to ensure that the Secretariat is able to give the incoming staff the required orientation to fit into a highly professional intergovernmental organization. This is especially so as the staff come from different national backgrounds.
The other reason is the challenge of office space. Although we have moved to our permanent Secretariat we are still constrained with space as work on the APPO Towers is still in progress. As soon as we have the opportunity we shall complete our recruitment to have the full complements of our staff.
These challenges notwithstanding, we would like to express our appreciation to the Government of the Republic of Congo, especially HE Bruno Jean-Richard Itoua, Minister of Hydrocarbon and our chief host in the Headquarters for the support he has been giving to the Secretariat.
Excellencies may recall that in the very first Ministerial Meeting I attended as Secretary General in June 2020, the Secretariat had identified four main goals in the short term.
The first was the creation of a highly professional intergovernmental energy organization Secretariat that is well-equipped to lead in the search for the solutions to the imminent common challenges posed to our countries by the global energy transition.
The second was the expansion of the membership of APPO.
The third was enhancing APPO’s visibility and positive public perception,
And the fourth was reviving the moribund Forum of National Oil Companies of APPO.
With the support and guidance of the Council of Ministers and the Board, the Secretariat is pleased to note that a lot of success has been achieved in these four areas.
A little over two years after making that commitment, we are happy to note that the APPO Secretariat is gradually developing a reputation as a serious professional institution. The study on the Future of the Oil and Gas Industry in Africa in the Light of Energy Transition, conducted by APPO with support from consultants, is seen as one of the most insightful studies of the dangers that the global energy transition poses to the African continent especially its oil and gas producing states.
On membership drive, we are pleased to note that the membership of APPO has grown by 20 percent within this period. The prerogative of formally announcing the names of the new additions is that of the President of APPO. What I can say is that we are currently discussing membership with 9 other potential Member Countries: The Gambia, Kenya, Mauritania, Mozambique, Sierra Leone, Sudan, South Sudan , Tunisia and Uganda.
In terms of visibility, hardly any global energy event takes place today without APPO being invited to give Keynote Address and or to contribute in the shaping of thoughts on energy discourse. As evidence of our importance to these events, most invitations are fully funded, including the provision of exhibition stands and gift items. The election of the APPO Secretary General as the Vice President for Africa of the World Energy Council a couple of months ago is also testimony to the visibility and credibility that APPO has come to acquire in recent times.
Finally, the fact that the CEOs of our NOCs met three times in a period of five months, between May and October 2022 is proof of the revival of the Forum of the NOCs of APPO Member Countries. Permit me Excellencies to appreciate Engineer Sebastiao Gaspar Martins, President and Chair of Sonangol for his support in reviving the meeting of the CEOs of APPO NOCs. Thank Engineer Gaspar Martins. Thank you Sonangol. Thank you the Republic of Angola.
Excellencies distinguished ladies and gentlemen, we have established a strong working relationship with other international energy organizations including OPEC, IEF, ARDA and we plan to establish similar relationships with the GECF and the OAPEC.
The Secretariat could not have achieved all these without the support, guidance and encouragement of the Council of Ministers and the Executive Board, especially the Presidents of the Council and Chairs of the Board during this period. I should like to particularly express our appreciation to Ministers and Executive Board Members that have in the last two years, both at meetings and outside meetings called to give us guidance, advice and encouragement as we strove to achieve our collective objectives.
I sincerely hope that we shall continue to get the same support or even more as we enter the next phase of consolidation of the achievements of our Organization.
Before I conclude I would like to express our sincere appreciation to HE Joao Lourenco, the President of the Republic for the unflinching support that Angola, a founding Member, has always given to APPO. I also thank the Government and good people of the Republic of Angola, the staff of the Ministry of Mineral Resources, Petroleum and Gas, staff of Sonangol as well as the management and staff of Intercontinental and Tropicana Hotels for the excellent arrangements made for the successful conduct of our statutory meetings

Votre Excellence Joao Lourenco, Président de la République d’Angola représenté par S.E. Manuel Nunes Junior, Ministre d’État à la Coordination Economique de la République d’Angola, Votre Excellence Dr. Diamantino Pedro Azevedo, Ministre des Ressources Minérales, du Pétrole et du Gaz de l’Angola et Président de l’APPO, Excellences Mesdames et Messieurs les Membres du Conseil Ministériel de l’APPO, Excellences les autres Ministres, Excellences les Ambassadeurs, Mesdames et Messieurs les Secrétaires d’État, Président et du Conseil Exécutif de Sonangol, Président et Membres du Conseil Exécutif de l’APPO, le Directeur Général de l’AEICorp, mes collègues du Secrétariat de l’APPO, Mesdames et Messieurs.
En notre nom à tous au Secrétariat, je souhaite la bienvenue aux différentes délégations aux Réunions Statutaires de notre Organisation continentale de l’énergie, qui se tiennent ici à Luanda et virtuellement dans un certain nombre de nos Pays Membres.
Comme il s’agit de la dernière Réunion du Conseil Ministériel avant la fin de l’année et la fin de mon premier mandat en tant que Secrétaire Général, je trouve opportun d’exprimer ma gratitude et celle de nous tous au Secrétariat pour la coopération et l’appui que nous avons reçus du Conseil Executif et du Conseil Ministériel au cours des trois dernières années pour consolider la réforme de notre Organisation.
Notre première année a commencé avec de sérieux défis auxquels l’économie mondiale et en particulier notre industrie sont confrontées. Cela a été provoqué par l’émergence de la COVID-19 en tant que défi sanitaire mondial qui a conduit à un arrêt complet de l’économie mondiale et à une destruction sans précédent de la demande de pétrole. On se souviendra qu’en avril 2020, le WTI s’est vendu à un prix négatif.
L’immobilisation au sol des vols internationaux a contraint le Secrétariat à rester à Abuja pendant la majeure partie de 2020, ne s’installant à Brazzaville qu’à la fin du mois d’octobre. Pendant notre séjour à Abuja, nous avons fonctionné avec un personnel réduit, mais nous avons essayé de faire tout ce que nos capacités pouvaient nous permettre, en organisant deux Réunions Ministérielles consultatives et une Session Extraordinaire.
Depuis notre relocalisation à Brazzaville en octobre 2020, nous avons essayé d’institutionnaliser pleinement nos opérations en veillant à ce que nous disposions d’un environnement de travail propice et avons embauché une partie du personnel approuvé pour le Secrétariat.
À ce jour, nous n’avons pu pourvoir que les deux tiers des effectifs approuvés du Secrétariat. Deux raisons expliquent le retard dans l’attribution des postes. La première était une stratégie délibérée visant à recruter de nouveaux employés par étapes. Il s’agit de veiller à ce que le Secrétariat soit en mesure de donner au nouveau personnel l’orientation nécessaire pour s’intégrer dans une organisation intergouvernementale hautement professionnelle. Cela est d’autant plus vrai que le personnel vient d’horizons nationaux différents.
L’autre raison est le défi de l’espace de bureau. Bien que nous ayons déménagé dans notre Secrétariat permanent, nous sommes toujours limités par l’espace car les travaux sur les Tours APPO sont toujours en cours. Dès que nous en aurons l’occasion, nous terminerons notre recrutement pour avoir l’effectif complet de notre personnel.
Malgré ces défis, nous tenons à exprimer notre gratitude au Gouvernement de la République du Congo, en particulier à S.E. Bruno Jean-Richard Itoua, Ministre des Hydrocarbures et notre hôte principal au Siège pour le soutien qu’il a apporté au Secrétariat.
Les Excellences se souviendront peut-être que lors de la toute première Réunion Ministérielle à laquelle j’ai participé en tant que Secrétaire Général en juin 2020, le Secrétariat avait identifié quatre objectifs principaux à court terme.
Le premier a été la création d’un Secrétariat intergouvernemental de l’énergie hautement professionnel qui est bien équipé pour diriger la recherche de solutions aux défis communs imminents posés à nos pays par la transition énergétique mondiale.
Le deuxième était l’augmentation du nombre de membres de l’APPO.
Le troisième était l’amélioration de la visibilité de l’APPO et de la perception positive du public.
Et le quatrième était de relancer le moribond Forum des Sociétés Nationales des Hydrocarbures de l’APPO.
Avec l’appui et les orientations du Conseil des Ministres et du Conseil Exécutif, le Secrétariat est heureux de constater que de nombreux succès ont été obtenus dans ces quatre domaines.
Un peu plus de deux ans après avoir pris cet engagement, nous sommes heureux de constater que le Secrétariat de l’APPO se forge progressivement une réputation d’institution professionnelle sérieuse. L’étude sur l’Avenir de l’Industrie Pétrolière et Gazière en Afrique à la Lumière de la Transition Energétique, menée par l’APPO avec le soutien de consultants, est considérée comme l’une des études les plus perspicaces sur les dangers que la transition énergétique mondiale pose au continent africain, en particulier à ses États producteurs de pétrole et de gaz.
En ce qui concerne la campagne d’adhésion, nous sommes heureux de constater que le nombre de Membres de l’APPO a augmenté de 20 % au cours de cette période. La prérogative d’annoncer officiellement les noms des nouveaux ajouts est celle du président de l’APPO. Ce que je peux dire, c’est que nous discutons actuellement de l’adhésion avec 9 autres Pays Membres potentiels: la Gambie, le Kenya, la Mauritanie, le Mozambique, la Sierra Leone, le Soudan, le Soudan du Sud, la Tunisie et l’Ouganda.
En termes de visibilité, pratiquement aucun événement mondial sur l’énergie n’a lieu aujourd’hui sans que l’APPO ne soit invitée à prononcer un discours liminaire et/ou à contribuer à la formation de réflexions sur le discours sur l’énergie. Comme preuve de notre importance pour ces événements, la plupart des invitations sont entièrement financées, y compris la fourniture de stands d’exposition et d’articles-cadeaux. L’élection du Secrétaire Général de l’APPO au poste de Vice-Président pour l’Afrique du Conseil Mondial de l’Energie il y a quelques mois témoigne également de la visibilité et de la crédibilité que l’APPO a acquises ces derniers temps.
Enfin, le fait que les PDG de nos SNHs se soient réunis trois fois en cinq mois, entre mai et octobre 2022, est la preuve de la relance du Forum des SNHs des Pays Membres de l’APPO. Permettez-moi, Excellences, de remercier l’Ingénieur Sebastiao Gaspar Martins, Président de Sonangol, pour son soutien dans la relance de la Réunion des PDG des SNHs de l’APPO. Merci à l’Ingénieur Gaspar Martins. Merci à Sonangol. Merci à la République d’Angola.
Excellences, Mesdames et Messieurs, nous avons établi de solides relations de travail avec d’autres organisations internationales du secteur de l’énergie, notamment l’OPEP, l’IEF, l’ARDA, et nous prévoyons d’établir des relations similaires avec le GECF et l’OPAEP.
Le Secrétariat n’aurait pas pu atteindre tous ces objectifs sans l’appui, les orientations et les encouragements du Conseil des Ministres et du Conseil Exécutif, en particulier des Présidents des deux Conseils pendant cette période. Je tiens à exprimer tout particulièrement notre gratitude aux Ministres et aux Membres du Conseil Exécutif qui, au cours des deux dernières années, lors des réunions et en dehors des réunions, nous donner des orientations, des conseils et des encouragements alors que nous nous efforcions d’atteindre nos objectifs collectifs.
J’espère sincèrement que nous continuerons d’obtenir le même appui, voire plus, alors que nous entrons dans la prochaine phase de consolidation des acquis de notre Organisation.
Avant de conclure, je voudrais exprimer notre sincère gratitude à S.E. M. Joao Lourenco, Président de la République, pour le soutien indéfectible que l’Angola, Membre fondateur, a toujours apporté à l’APPO. Je remercie également le Gouvernement et le bon peuple de la République d’Angola, le personnel du Ministère des Ressources Minérales, du Pétrole et du Gaz, le personnel de Sonangol ainsi que la Direction et le personnel des Hôtels Intercontinental et Tropicana pour les excellentes dispositions prises pour le bon déroulement de nos Réunions Statutaires.
Encore une fois, en notre nom à tous au Secrétariat, je vous remercie tous très sincèrement.
