Mr MAHAMAN LAOUAN GAYA is a Petrochemical Engineer, holder of an MBA on business management (finance & accounting option) and PhD student. He also holds several certificates of specialization (Energy Planning, Energy Economics & Policy, International Petroleum Management,…).
In his professional career, he worked in public and private administrations, in the Nigerian Armed Forces (for one year of military training) in the Republic of Niger, but also at the international level.
Mr Gaya spent more than 10 years (1993-2003) in the private banking sector at Nigeria International Bank (NIB), then at Bank Of Africa (BOA-NIGER), where he held several positions of responsibility.
In the public administration of Niger, he held the positions of Technical Advisor to the Prime Minister and held the portfolio of Minister of Urban Planning, Housing and Public Land (2003-2005).
When he left the Government of the Republic of Niger in 2005, he was recruited at the African Development Bank (AfDB) in Tunisia.
With the advent of the oil industry in Niger, Mr Gaya was recalled to occupy the post of Director General of Hydrocarbons at the Ministry of Mines and Energy (2010-2011), then that of Secretary General of the newly created Ministry of Energy and Petroleum (2011-2013).
After this second stay in the public administration of Niger, he was recruited as an International Energy Expert at the UNDP office in Bujumbura (Burundi) in 2014.
From July 1, 2015 to January 31, 2020, Mr Gaya led the reform that resulted in the transition from the African Petroleum Producers’ Association (APPA) to the African Petroleum Producers’ Organization (APPO). He thus held the positions of Executive Secretary of APPA, then that of Secretary General of APPO.
An Expert in Petroleum and energy Policies and Industries, Mr Gaya is also very involved in International Finance and Islamic Economics & Finance.
He has to his credit a hundred publications on Oil, Energy and Islamic Finance issues. He is co-author of the book “African Upstream Oil and Gas: A Practical Guide to the Law and Regulation” – Globe Business Publishing Ltd, – February 2015 and more books are in preparation.
In terms of teaching, Mr Gaya was Lecturer in Organic Chemistry and Biochemistry at the University of Niamey named after ‘’Abdou Moumouni‘’, Lecturer and member of the Scientific Committee on the Governance of Extractive Industries at the Centre of Excellence on Governance of Extractive Industries for Francophone Africa (CEGIEAF) of Yaoundé (Cameroon), Lecturer in Energy Economics & Policy of the ENDA-Energy Program and the Francophonie Institute for Sustainable Development (IFDD) and Lecturer of ‘’Organization of sectors and markets (financial and raw materials)‘’ at the University of Nouakchott (Mauritania) – International Master (GAED).
In terms of associations, he is a member of the Association for the Development of Energy in Africa (ADEA), the Association of International Petroleum Negotiators (AIPN), former President of the Rotary Club of Niamey Croix du Sud,….
Mr Gaya is ‘’Grand Cross‘’ of the Order of Merit, ‘’Grand Officer‘’ of the Order of Merit, ‘’Knight ‘’ of the National Order of the Republic of Niger and
Rotary International ‘’Paul Harris Fellow‘’ (PHF) Award (2 sapphires).

M. MAHAMAN LAOUAN GAYA est Ingénieur Pétrochimiste, Titulaire d’un MBA en gestion des entreprises (option finances & comptabilité) et Doctorant. Il est aussi titulaire de plusieurs certificats de spécialisation (Planification Energétique, Economie & Politique de l’Energie, Management International de Pétrole, ….).
Dans sa carrière professionnelle, il a travaillé dans les administrations publique et privée, au sein des Forces Armées Nigériennes (pour une année de formation militaire) en République du Niger, mais aussi au niveau international.
Mr Gaya a passé plus de 10 ans (1993-2003) dans le secteur privé bancaire à la Nigeria International Bank (NIB), puis à la Bank Of Africa (BOA-NIGER), où il a occupé plusieurs postes de responsabilité.
Dans l’administration publique du Niger, il a occupé les postes de Conseiller Technique du Premier Ministre et tenu le portefeuille de Ministre de l’Urbanisme, de l’Habitat et du Domaine foncier public (2003-2005).
A son départ du Gouvernement de la République du Niger en 2005, il a été recruté à la Banque Africaine de Développement (BAfD) en Tunisie.
A l’avènement de l’industrie pétrolière au Niger, Mr Gaya a été rappelé pour occuper le poste de Directeur Général des Hydrocarbures au Ministère des Mines et de l’Énergie (2010-2011) puis celui de Secrétaire Général du tout nouveau Ministère de l’Énergie et du Pétrole (2011-2013).
Après ce second séjour dans l’administration publique du Niger, il a été recruté comme Expert International en Energie au bureau du PNUD à Bujumbura (Burundi) en 2014.
Du 1er Juillet 2015 au 31 Janvier 2020, Mr Gaya a conduit la réforme ayant abouti à la transition de l’Association des Producteurs de Pétrole Africains (APPA) à l’Organisation des Producteurs de Pétrole Africains (APPO). Il a ainsi occupé les postes de Secrétaire Exécutif de l’APPA, puis celui de Secrétaire Général de l’APPO.
Expert en politiques et industries pétrolière et énergétique, Mr Gaya s’investit beaucoup également en Finance Internationale et en Economie & Finance Islamiques.
Il a à son actif une centaine de publications sur les questions pétrolières, énergétiques et la finance islamique. Il est co-auteur du livre ‘’African Upstream Oil and Gas : A Practical Guide to the Law and Regulation’’ – Globe Business Publishing Ltd, – Février 2015 et d’autres livres sont en préparation.
En matière d’enseignement, Mr Gaya a été Chargé d’Enseignement en Chimie Organique et Biochimie à l’Université Abdou Moumouni de Niamey, Animateur de cours et membre du Comité Scientifique sur la Gouvernance des Industries Extractives au Centre d’Excellence sur la Gouvernance des Industries Extractives pour l’Afrique Francophone (CEGIEAF) de Yaoundé (Cameroun), Animateur de cours en Economie et Politique de l’Energie du Programme ENDA-Energie et de l’Institut de la Francophonie pour le Développement Durable (IFDD) et Professeur de ‘’Organisation des filières et marchés (financiers et de matières premières)’’ à l’Université de Nouakchott (Mauritanie) – Master International (GAED).
Sur le plan associatif, il est membre de l’Association pour le Développement de l’Energie en Afrique (ADEA), de l’Association des Négociateurs Internationaux du Pétrole (AIPN), ancien Président du Rotary Club de Niamey Croix du Sud.
